Sugar refiners, processors, and manufacturers must register their food facilities with FDA. FDA food facility registration is required for all domestic and foreign sugar & sugar products manufacturers selling in the United States.

FDA Requirements for Sugar & Sugar Products

Sugar manufacturers and processors must register with FDA and comply with FDA labeling requirements.

FDA Food Facility Registration — biennial renewal required
US FDA Agent — mandatory for all foreign food facilities
DUNS / UFI Number — required for all FDA food registrations
FSMA compliance — Preventive Controls or Produce Safety rule
Biennial renewal October 1–December 31 of even-numbered years

Examples of Sugar Products require FDA food registration.

Granulated sugar: also known as white sugar, table sugar, or sucrose. It is the most common type of sugar used in baking and cooking.
Brown sugar: made by adding molasses to granulated sugar, resulting in a moist and slightly sticky texture. Brown sugar has a caramel-like flavor and is often used in baking and cooking.
Powdered sugar: also known as confectioner’s sugar or icing sugar. It is granulated sugar that has been ground into a fine powder and is commonly used in baking and for making frosting and glazes.
Raw sugar: unrefined sugar that has not been processed to remove the molasses. It has a brown color and a slightly caramelized taste.
Turbinado sugar: similar to raw sugar, but it is processed to remove some of the molasses. It has a light brown color and a slight caramel flavor.
Demerara sugar: a type of raw sugar with larger crystals and a light brown color. It has a rich, caramel flavor and is often used as a sweetener in coffee and tea.
Muscovado sugar: an unrefined sugar with a strong molasses flavor and a dark brown color. It is often used in baking and for making marinades and glazes.
Coconut sugar: made from the sap of the coconut palm tree. It has a caramel-like flavor and can be used as a substitute for granulated sugar in baking and cooking. It is also considered a healthier alternative to refined sugar due to its lower glycemic index.
