MoCRA Compliance — What You Need to Know
The Modernization of Cosmetics Regulation Act of 2022 (MoCRA) significantly expanded FDA’s authority over cosmetics. All facilities that manufacture or process cosmetic products for distribution in the United States are now required to register with the FDA and list their cosmetic products — including foreign facilities supplying cosmetics to the U.S. market.
MoCRA also introduced new requirements for serious adverse event reporting, cosmetic safety substantiation, facility inspections, and mandatory recalls. Compliance deadlines have passed for most establishments. If you have not yet registered under MoCRA, your products may be subject to detention or refusal at U.S. ports of entry.
